Masonry is the building of structures from individual units laid in and bound together by mortar; the term masonry can also refer to the units themselves. They generally provide great compressive strength, and are best suited to structures with light transverse loading when the cores remain unfilled. I read somewhere that masonry screws are better for indoor use, because outdoors they tend to weaken over time due to the elements. In this case probably dripping down inside the hollow blocks. You can't stop the water but the latest technology makes you control the water once entered. Best to call a reputable contractor.
